		<description>For what it is worth, I think the success or failure of the discussion will be dependent on the countries that will volunteer in the initiative. If developed countries are over represented, the concerns of those still developing may not agree to a majority of the proposals. 

This happened last year when India refused to accept emission standards citing a hinderance to the development of its industries. 

Maybe we need 2 sets of standards; One for developed countries (high-PPP, low growth, highly industrialized etc) and One for developing countries (low-income, high growth, medium industrialization)</description>
