The Boeing 787 of the Basque Government
Wikieconomics in the Basque Public Administrations
The ecosystem of the Basque Public Administration Payment Gateway depends on the contribution of thousands of programmers, but coordination and “assembly” of it depends on the direction of Office of Administrative Modernization of Basque Government (www.euskadi.net) and the work its two Project Coordinators: Juan Luis Ronco and Ander Ibarrondo.
These lines serve to acknowledge the work undertaken by these people and all the critical mass has helped streamline the resources of the different government entities or finantial orgs …
We mentioned an emerging new type of Government to open its doors to the world, that innovation-all (especially with citizens), which shares resources that were closely guarded, harnesses the power of that Mass collaboration and that does not behave like simple bureaucracy, but as something new: an administration Truly global service. Indications have referred throughout this blog supporting the proposition that an intelligent government can deploy these new models for using external resources and talents and achieve as result, growth and success.
Is difficult to change mentality and cancel old reflexes bureaucratic impediments to take advantage of what the new wikinomics the world can offer. To help in their efforts to socialize new paradigm of business, look at some
the lessons and examples and principles of the wikinomía implemented in this project of Payment gateway.
1. OPENING
The number of smart government that falls into the account that the opening is a force of growth and competitiveness.
Amazon, eBay, Google applications and open their infrastructure business through the apis to increase the scope and success of their innovations. In response we have the case of public payment gateway api the (Euskadi.net Payment Gateway API), which has built a large distributed ecosystem between the different Public Administrations: Government Councils, Local Authorities, Osakidetza, UPV ( Basque Country Public University) …
2. INTERACTION AMONG EQUALS.
Has lost the right to the Basque Public Administration open and dedicate resources to this model and software Clear? No, has found a new way of production “peer” (peering) allowing take advantage of the skill, ingenuity and “intelligentsia” of the different public administrations in the Basque objective of streamlining.
3. SHARE.
Share a gateway, is building bridges, bridges between various government, agencies , Basque Autonomous University who face a daily same problem. How many times have to invent same wheel? Today the platform is used and shared by the Basque Government, Three Provincial Councils of the Euskadi, the two capitals of the Basque Country (Bibao, Vitoria-Gasteiz), and most of local municipalities.
4. A GLOBAL SCALE-UP.
The payment gateway is the result of an action at Overall, among the different financial institution, guided by the standards defined by the AEB (Spanish Banking Association) and the ECSC (Confederation Spanish Savings Banks).
In the same way that the Boeing 787 was co-created with a network of partners from seven different countries, the BG Payment Gateway is co-created in collaboration with the network of different entities of the Basque Country and Spanish State : BBK, Caja Laboral, KUTXA, Vital, BBVA, Santander, ‘la Caixa’, Bank Gipuzkoa, Bankoa Fund, Madrid, Iparkutxa.
